Background:
Mr. Poland has over nine years’ experience in land use planning, economic
development, and public policy. He has worked in both the public and private
sectors as a municipal land use official, planning director, and as a
development consultant.
Mr.
Poland is a member of the American Planning Association (APA) and the
Connecticut Chapter of APA (CCAPA). He is Vice President and leads CCAPA’s
legislative efforts. In addition, Mr. Poland serves as Secretary on the Board of
Directors for the Connecticut Partnership for Balanced Growth: a pro
growth/smart growth organization.
As
Vice President Mr. Poland leads CCAPA’s Smart Growth efforts in Connecticut.
On the national level Mr. Poland worked on the development of APA’s Smart
Growth Policy Guide, was on the National Delegates Assembly that adopted the
Smart Growth Policy Guide (2002), and presented on Steering States Towards Smart
Growth at the 2003 APA National Conference in Denver. Mr. Poland was appointed
to the State’s Task Force to Develop Transportation Management Plans to Ensure
Compliance with the Clean Air Act by the State Senate Majority Leader (2002).
Mr. Poland earned his Bachelor of Arts degree, majoring in both
geography and psychology, from Central Connecticut State University (CCSU). He
earned his Master of Science degree in geography, majoring in community and
regional planning from CCSU. Mr. Poland is a certified member of the American
Institute of Certified Planners (AICP) and is a certified member of the
Connecticut Association of Zoning Enforcement Officials.
Mr.
Poland has taught World Regional Geography as an adjunct lecturer at Saint
Joseph College, West Hartford, Connecticut. He is also an instructor for the
CAZEO certification program regularly speaks various programs on planning,
zoning, land use, smart growth, and legislative issues. Mr. Poland and lives in
the City of Hartford and is a general aviation pilot.
